Rwanda becomes East Africa’s first hub for ECL German Language Exams

Rwanda has taken a landmark step in international language education as Der Sprachen Hub / German Language Academy in Kigali became the first institution in East Africa officially authorized to conduct European Consortium for the Certificate of Attainment in Modern Languages (ECL) German exams. This milestone removes long-standing barriers for learners who previously faced high costs, lengthy waits, and travel abroad to sit for certified exams, expanding opportunities for academic, professional, and technical advancement both locally and regionally.

Rwanda becomes East Africa’s first hub for ECL German Language Exams

Rwanda’s recognition reflects not only the academy’s capacity but also the country’s growing reputation for transparency, accountability, and good governance. Mwizerwa M. a.k.a Mulisa, the academy’s founder and CEO, explained that international partners placed trust in Rwanda’s integrity, a decisive factor in granting the accreditation.

“For years, many students completed their German language training but were delayed for months because there is no accessible examination centers were nearby. Others had to spend many money to sit exams abroad, sometimes facing inconsistent standards. This accreditation changes that reality," Mwizerwa stated.

ECL certification is widely recognized by German authorities for visas, citizenship applications, study programs, permanent residency, vocational training, family reunification, and volunteering programs. The first exams in Rwanda are scheduled for February 6–7, 2026, with registration open from December 8, 2025, to January 6, 2026. Candidates registering before December 31 will receive free preparatory courses. Moving forward, the exams will be conducted six times annually and one special exam will take place in November, significantly reducing waiting periods and helping learners plan their academic and professional pathways.

 ECL Exam Format will reduces learner barriers

While Goethe and ÖSD exams are already available in Rwanda, ECL introduces a unique scoring system where exam components build on each other. Listening (Hören) and Speaking (Sprechen) are grouped, as are Reading (Lesen) and Writing (Schreiben). Strong performance in one area can offset weaker results in another, ensuring learners are less likely to lose their certificate due to failing a single section.

Eric Gatete, a former German language learner, highlighted the benefits.

"Previously, failing one part could block your certificate even if you excelled elsewhere. With ECL, high performance in one section lifts the weaker one, allowing you to earn your certificate. This is a game-changer for learners," he revealed.

Der Sprachen Hub offers German courses from A1 to C1 levels with flexible learning options including morning, evening, weekend, online, e-learning, and hybrid formats. Since its establishment, the academy has expanded campuses in Kigali, Huye, and Musanze, with plans to open a new branch in Rubavu, currently supporting over 200 learners of all ages.
