RDF and Rwanda Police Launch Nationwide Citizen Outreach Programme
The Rwanda Defence Force (RDF) and the Rwanda National Police (RNP) on Monday launched the Defence and Security Citizen Outreach Programme 2026, a nationwide initiative aimed at improving citizens’ welfare through medical services, housing construction, bridge and school infrastructure, environmental protection and livestock distribution.
The programme was officially launched in all province and City of Kigali, where at Byumba Level 2 Teaching Hospital in Gicumbi District, the Minister of State for Health, Dr Yvan Butera, together with the RDF Chief of Staff for Health Services, Maj Gen Dr Ephrem Rurangwa, inaugurated medical services delivered by military medical specialists working alongside civilian doctors.
The services include internal medicine, pediatrics, general surgery, orthopedics, gynecology and obstetrics, ENT, dermatology and dental care. As part of the initiative, specialist doctors will also be deployed to eight hospitals across the country to expand access to specialized healthcare.
During the launch, mobile phones were also distributed to Community Health Workers to strengthen the use of digital technology in delivering health services.
In Gatsibo District’s Ngarama Sector, the Chief of Defence Staff of the Rwanda Defence Force, Gen MK Mubarakh, joined residents in a tree-planting activity aimed at protecting the environment. He encouraged citizens to actively participate in environmental conservation and national development, while commending communities for their cooperation with security organs in maintaining national security.
In the Western Province, the Inspector General of Police, CG Felix Namuhoranye, alongside the Governor of the province, Jean Bosco Ntibitura, and the RDF 3rd Division Commander, Maj Gen Eugene Nkubito, laid the foundation stone for the construction of 30 houses for vulnerable families in Bigogwe Sector of Nyabihu District.
CG Namuhoranye emphasized that protecting the country goes hand in hand with improving the welfare of citizens, noting that the programme focuses on practical initiatives that directly benefit communities.
In Kigali City, the construction of 15 classrooms was launched in Kinyinya Sector, Gasabo District. The event was officiated by the Minister of Education, Joseph Nsengimana, together with the Deputy Inspector General of Police in charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, RDF 1st Division Commander Col Egide Ndayizeye and the Mayor of Kigali, Samuel Dusabiyumva.
In Kayonza District, the Minister of State for Agriculture and Animal Resources, Dr Solange Uwituze, handed over livestock including cows and goats to 32 vulnerable families in Mwili Sector to help improve their livelihoods.
Meanwhile in Rwempasha Sector of Nyagatare District, the Minister of Internal Security, Dr Vincent Biruta, urged residents to provide timely information to authorities and adopt a responsible approach to community security, warning against cross-border crimes such as smuggling since the sector borders Uganda.
The Defence and Security Citizen Outreach Programme 2026, led by the RDF and Rwanda National Police, aims to strengthen cooperation between citizens and security institutions while contributing to improved livelihoods and sustainable development across Rwanda.
