Rwanda Validates NDC 3.0, Strengthens Climate Ambition Ahead of COP30

Rwanda has taken a bold step in its climate journey with the validation of its updated Climate Action Plan, known as NDC 3.0. Speaking at the high-level meeting organized by the Ministry of Environment and the Rwanda Environment Management Authority (REMA), Minister of Environment Dr. Arakwiye Bernadette underlined the urgency of ambition and action.

“This new target is highly ambitious, building on the 38% (air emissions) reduction we had set for 2030 and raising the bar even higher. Ambition is essential, but without effective implementation, we can not achieve these plans,” she said, referring to Rwanda’s earlier pledge to cut greenhouse gas emissions by 38% compared to a business-as-usual scenario by 2030.

The workshop not only validated National Determined Contribution (NDC) 3.0 but also served to review Rwanda’s priorities ahead of COP30. These include securing climate finance, boosting adaptation and resilience, advancing carbon markets, operationalizing the loss and damage fund, scaling up mitigation, and ensuring a just transition.

REMA’s Director General, Juliet Kabera, highlighted the shared responsibility required to achieve the country’s climate goals: “Every sector, every community, and every individual has a role to play in delivering the NDCs. Resilience is not built in isolation. It is forged through partnerships, coordination, and shared responsibility," she said.

Additional presentations reinforced Rwanda’s roadmap, showing how NDC 3.0 aligns with national development goals and the Paris Agreement. They also stressed the importance of mobilizing finance and partnerships, as well as deepening private sector engagement through Ireme Invest to scale up green investment and inclusive development.

Minister Dr. Arakwiye Bernadette reminded participants of the collective responsibility ahead: “Our climate future is in our hands. By working together, we can turn NDC 3.0 into concrete actions that make a lasting difference.”

"Let us ensure this NDC is not only technically sound, but truly actionable. And let us always remember: behind every target and every indicator lies the resilience of our people and the sustainability of our ecosystems," she added.

The validation of NDC 3.0 is a milestone that confirms Rwanda’s commitment to climate resilience and green growth, setting the stage for the country’s role at COP30.
